    Do you have past experience with GIS and computerized maintenance management system (CMMS) software applications?

    Would you enjoy, as a member of the GIS Technical workgroup, being responsible to analyze, transform and ultimately resolve GIS solutions in support of Operational Maintenance Management (OMM) initiatives?

    With a mandate to provide world class services for our customers and our environment, Halifax Water is Canada’s first regulated water, wastewater and stormwater utility serving a population of about 355,000 in Halifax Regional Municipality.

    Halifax Water is seeking a regular GIS Application Administrator – OMM to join the Engineering and Information Services department. The successful incumbent in this new position will be responsible for the administration and configuration of GIS based systems including database design, application development, database maintenance, and spatial database administration as applied to the Operation Maintenance Management (OMM) / Geographic Information Systems (GIS) interface at Halifax Water.

    As a GIS Application Administrator – OMM, you bring to the role a minimum of 5 years’ experience working in GIS project development and coordination along with 2 years’ experience working in a database management capacity. You also possess an Advanced GIS diploma or equivalent combination of training and work experience in GIS and database administration along with a University Degree preferably in Engineering, Science or Computer Science or equivalent training and experience.

    In addition, you have certified training in GIS and database administration and you have hands on experience with computerized management maintenance systems (CMMS). Ideally, you have knowledge in the area of water, wastewater and stormwater systems and have led database development and implementation projects.

    POSITION TITLE:                 Real Property Assistant (2 year Term)


    DEPARTMENT:                    Real Estate

    EFFECTIVE DATE:              June 2016


    Position Summary

    Performs real property functions and administrative duties for Real Estate including Geographical Information System (GIS), review of property grants/documents and real estate related documents, Payment in Lieu of Taxes, and preparing letters and reports as directed by the Manager, Real Property.

    Organization Structure

    The Real Property Assistant reports to the Manager, Real Property.   Other positions reporting the Manager, Real Property is a seasonal student and the Lease Administrator with shared reporting with the Manager, Real Estate and Tenant Services.

    Regular Duties and Responsibilities

    A.        Real Property/GIS:

    1.                  Creates maps and inputs and updates data into the GIS System ensuring accuracy.

    2.                  Reconciles square footage of property.

    3.                  Prepares tenant leases.

    B.        PILT (Property Tax)

    1.      Assists in reconciliation of Assessment file to HPA’s tenant records.

    2.      Assists in reconciliation of Halifax Regional Municipality tax file to HPA’s records.

    C.        Administration:

    1.         Prepares letters and reports for the Manager, Real Property.

    2.         Responds to general day-to-day queries and escalates as required to the Manager, Real Property.

    E.        Other

                1.         Complies with HPA’s Environmental Management Policy and demonstrates          knowledge and adherence to the Environmental Management System (EMS),          including associated programs and procedures applicable to daily tasks.  Detailed roles and responsibilities are included in the EMS Core Manual.

    NOTE:           These are only the basic and primary duties; related and allied duties may be assigned from time-to-time as may become necessary to the operation of the Authority.

    Job Specifications

    1. Successful completion of Grade 12 with a Geographic Information diploma or post secondary University education with GIS as part of the program.
    2. One (1) to two (2) years’ work related experience.
    3. Proficient in Word, Excel, and Microsoft Office products.
    4. Proficient in Geographic Information Systems is essential.
    5. Familiarity with the PILT Act or Property Tax, legal survey plans, commercial real estate documents would be an asset.
    6. Above average skill in Excel an asset.

     Working Conditions

    Normal Working conditions, overtime as required.

    GIS Conservation Planner - Nova Scotia Nature Trust 

    Job location: Halifax 

    Closing date: Sept 10, 2016 

    The successful candidate will help advance the Nature Trust’s work by integrating best practices, data, science, and expert knowledge to develop a series of GIS-based conservation prioritizations to inform strategic planning around habitat conservation on privately‐owned lands in Nova Scotia.  The position entails acquiring, compiling and integrating environmental, ecological and property-related data, seeking input from experts and conservation partners, and developing and implementing GIS-based prioritization methodology and models to develop conservation prioritization “blueprints” to support the strategic, science-driven advancement of the Nature Trust’s conservation work.

    Key Activities:

    • Review relevant data collection, and GIS conservation strategies and models completed or underway.
    • Identify, acquire, compile, manage and/or integrate environmental and property-related spatial data sets and knowledge from partner organizations.  Where necessary identify and fill data and knowledge gaps.
    • Develop a replicable GIS‐based private land conservation model, plan and priority map that can be used to assess, rank and make decisions related to specific private lands identified for potential conservation.
    • Seek input from experts and conservation partners through workshops, and through ongoing communication.  Liaise and cooperate with other conservation organizations and individuals regarding testing and refinement of methodologies and sharing of findings related to conservation planning.

    Required Qualifications:

    • Degree, diploma or other GIS certification from a recognized institution specializing in Planning, Cartography, Geographic Information Systems, Surveying or Remote Sensing.
    • Post secondary qualification in geography, planning or a related field.
    • A minimum of 3-5 years’ experience developing, implementing and maintaining complex GIS solutions, and performing a wide diversity of GIS-related tasks.
    • Proficiency using ArcGIS 10.x
    • Experience in organizing, editing, managing and manipulating spatial data.
    • Exceptional attention to detail and accuracy.
    • Ability to communicate in a professional manner.
    • An enthusiastic self-starter with the ability to take initiative, work independently and to meet deadlines.

    Preferred Qualifications:

    • Experience in conservation, particularly land preservation and habitat/species conservation.
    • Proven abilities to use GIS specifically in the land conservation/conservation science planning context
    • Experience managing large, complex GIS projects
    • Demonstrated experience collaborating with other parties to obtain data sources and to coordinate scientific peer review of products, modelling methodology etc.
    • Experience using Python and Model Builder
    • Cartographic design and layout
